For the Extended Essay, you choose a research question as a topic; this topic needs to be approved by IBO (which is not very difficult).
You can do a typical research paper or conduct an experiment/solve a problem.
However, you could possibly write about how the conditions in German POW camps were directly affected by the Nazis successes and failures.
This may be too obvious of a topic, but you get my point.
If you're really stuck trying to find a not too broad or narrow topic, I recommend trying to brainstorm a topic that uses a comparison.
